Two governors are offering Congress opposite approaches to the ailing economy. New York's David Paterson wants immediate aid for states from Congress. South Carolina's Mark Sanford is urging the lawmakers not to throw more taxpayer money at the problem.

The two are testifying Wednesday before the House Ways and Means Committee. Paterson, a Democrat, is asking Congress to include aid for state budgets as part of any new stimulus package.

Sanford, a Republican, begged lawmakers not to pass another stimulus package because, saying it will not fix the economic problems but only drive the country deeper into debt.
